Little Rock Board of Directors Rejects 6-month Data Center Moratorium
The Little Rock Board of Directors rejected a proposed six-month moratorium on large data center projects in a 4-4 vote, short of the six votes required for passage. The measure was sponsored by directors Kathy Webb and Kappy Peek, while director Antoine Phillips recused himself because his law firm is involved in the data center project.
The Little Rock Board of Directors voted 4-4 against a proposed six-month moratorium on large data center projects, meaning the ordinance failed because six votes were required for approval. The vote followed an August vote on a proposed 18-month moratorium, which reportedly produced a similar division among directors.
Ward 3 Director Kathy Webb proposed both moratorium measures. Ward 4 Director Kappy Peek sponsored the six-month ordinance but voted against it, citing concerns about the city’s ability to complete required impact studies and about a provision that could have allowed the moratorium to be extended. At-large Director Antoine Phillips recused himself, saying his law firm, Wright, Lindsey & Jennings, is involved in the data center project.
