Communities in Kentucky are enacting or considering moratoriums on data center developments due to concerns over environmental impacts like energy and water consumption, noise, and fossil fuel emissions. While experts acknowledge these drawbacks, they also highlight the economic benefits and the necessity of data centers for the digital age and AI. Several counties have already enacted moratoriums, and city councils in Elizabethtown and Louisville are taking steps to regulate or pause development.
A surge in data center development, driven by the rise of artificial intelligence, is encountering significant community pushback across Kentucky. Leaders in Bullitt, Nelson, and Oldham counties have already enacted data center moratoriums, with more temporary pauses on development being considered in other areas. The Elizabethtown City Council has initiated steps to advance an ordinance that would prevent hyperscale data centers within city limits, while the Louisville Metro Council is set to consider implementing a moratorium at an upcoming meeting.
UofL professor Natasha DeJarnett, who began studying data center impacts after Oldham County residents successfully blocked a $6 billion facility, highlighted potential environmental downsides. These include massive energy and water demands, increased fossil fuel emissions, light pollution, and significant noise comparable to living near an airport, all of which can affect health. Conversely, Professor Jose Fernandez, chair of the economics department at the UofL College of Business, emphasized the necessity of data centers as the "oil fields of AI" for processing vast queries, offering opportunities for local governments to benefit through taxes and creative utilization by local companies and schools. Fernandez believes moratoriums offer valuable time to evaluate both the benefits and drawbacks of these developments, asserting that the demand for data centers will continue to grow.
