ComEd has canceled a transmission security agreement (TSA) with Monarch Rock Air, a limited liability company linked to Monarch Energy, the developer of a proposed hyperscale data center in Rockford, Illinois. The utility filed a notice with the Federal Energy Regulatory Commission (FERC) in late July regarding the cancellation, which aims to prevent speculative projects from burdening existing ratepayers.
Charles Koontz, chief operating officer and co-founder of Monarch Energy, stated that while the cancellation will delay the project, it will not stop their plans for the Rockford site. The company is now entering a later study process with ComEd to establish a new timeline for power provision. This incident follows similar cancellations of TSAs with other data center developers, including Red Energy Partners, Karis Critical, and Powerhouse Hillwood Holding, the latter of which has challenged ComEd's termination in court.
In Rockford, the proposed data center, which could represent a $12 billion investment and a 1,400-megawatt phased campus, still lacks submitted site plans to the city. The project has faced significant public opposition, with residents expressing concerns over environmental impacts, groundwater, air quality, and energy infrastructure. In response, the Rockford City Council enacted a six-month moratorium on data center development on August 3, although city staff indicate it may not apply to Monarch's specific land due to a pre-existing annexation agreement.
