Kirksville City Council to weigh airport terminal change orders, street paving bids and data center regulations tonight

The Kirksville City Council held a regular meeting to address a range of legislative items, including infrastructure contracts and administrative code updates. City Manager Mari E. Macomber was authorized to execute an $42,981.38 change order for the Kirksville Regional Airport Terminal Project with Coil Construction, bringing the total contract to over $5 million, funded by federal and state grants. Additionally, the council considered awarding a $564,133.35 bid to Donelson Construction Company, LLC for 2026 street surface treatment.
Key among the agenda items was a resolution for the council to review and establish specific zoning regulations for future data center developments. City administration noted this action is prompted by the rapid growth of artificial intelligence and cloud computing, which necessitates dedicated operational and land-use standards. The Planning and Zoning Commission is slated to review the proposed regulations on August 12, followed by a public hearing and recommendations on September 9.
Other items included Police Chief Scott Williamson's resolution to apply for a $28,955.50 grant from the Missouri Department of Public Safety to replace Mobile Data Terminals in patrol vehicles, an ordinance amending administrative powers, approval for the Missouri Rural Enterprise and Innovation Center Board to manage revolving loan applications, revisions to four council policies, and the renewal of 20 liquor licenses for local businesses.
