
Townsite Solar 2 Withdraws Application for Data Center
Townsite Solar 2 withdrew its Land Management Plan application for a data center on Boulder City property after securing an agreement with the Bureau of Land Management for an adjacent federal parcel. Despite the withdrawal, Boulder City's Planning Commission recommended against adding data centers to its Land Management Process list due to the need for more regulatory oversight, a recommendation the City Council will still discuss.
Townsite Solar 2 (TS2) has officially withdrawn its Land Management Plan application for a proposed data center on Boulder City-owned property. City Manager Ned Thomas announced the withdrawal, stating that TS2 instead reached an agreement with the Bureau of Land Management (BLM) for the project to proceed on an adjacent, federally-owned parcel. The BLM granted an amended Right-of-Way Grant to Townsite Solar on June 26, 2026, which is now subject to a 30-day appeal period.
The withdrawal comes after TS2 had submitted an application to the City of Boulder City in late 2025 to develop a data center on land initially optioned for solar-plus-battery storage. The City had required TS2 to undergo its unique Land Management Process (LMP) to ensure public comment and determine the viability of leasing City-owned land for a new use.
Concurrently, in May, Boulder City's Planning Commission voted 6-1 to recommend that the City Council not approve adding data centers to the LMP List, citing the need for increased regulatory oversight for such developments. Despite TS2's withdrawal of its specific application, the City Council is still scheduled to receive and discuss the Planning Commission's recommendation at its meeting on Tuesday, July 14, concluding the current process. The initial proposal for the data center on City land had estimated an annual revenue of approximately $2.3 million for Boulder City residents through lease value, property taxes, and fees.
