City leaders: No operator committed to proposed digital campus

Emporia leaders said the proposed digital campus remains a land-assembly and marketing effort, with no committed operator, financing, construction schedule or specific development agreement. The city has approved zoning to accommodate the concept, but any future operator would still need to meet development requirements and negotiate terms with the city.

Emporia Mayor Becky Smith, City Commissioner Tammy Ogle and City Manager Trey Cocking said the proposed digital campus has not advanced to a committed data center project. Kanza Park Place LLC has been securing land options and marketing the opportunity, but no company has approached the city with a finalized development, financing plan or construction timeline.

The city leaders said Emporia’s zoning actions establish land-use rules rather than approve construction of a specific facility. A future operator would need to address development requirements, provide financial guarantees and negotiate a detailed agreement. Utility capacity, including sufficient electrical service, remains among the issues that would depend on the eventual operator and facility design.
