Cheyenne City Council Reviews Annexation, Zoning Ordinances for Skybox, ViaWest Data Center

This marks the second reading of the ordinances, which previously paused due to community concerns. Final approval will require further committee review and a final council vote.
The Cheyenne City Council is scheduled to review multiple annexation-related ordinances, including a significant proposal concerning a 1,260-acre parcel for a data center project by Skybox Data Centers and ViaWest Group. The ordinances are currently in their second reading and are not up for a final vote during tonight's meeting.
The data center proposal initially came to the city's attention earlier in the spring, but efforts were temporarily paused following community concerns and issues related to the landowning family. The companies have since resumed the annexation process, which aims to connect the prospective data center project to city utilities. A small 60-acre city-owned parcel for a water treatment facility is also being annexed concurrently at the request of the city's Board of Public Utilities for operational efficiency.
Dissent from a small group of Laramie County residents has been a focal point, particularly during the recent Public Services Committee meeting, which nevertheless advanced the ordinances to the City Council. If the three ordinances related to the data center property are approved by the Council, they will undergo one more Public Services Committee review before returning to the Council for a definitive final vote.
Other annexation items on the agenda include a 652.67-acre parcel known as the "Hitching Post," intended for a business park and the Pro Rodeo Hall of Fame, and a 162.42-acre parcel for Light Industrial zoning in south Cheyenne, both of which will be referred to the Public Services Committee for initial consideration.
