To address these concerns, Governor Shapiro signed Executive Order 2026-05, which introduces what officials describe as the nation's most stringent regulations for digital infrastructure. Under this order, the Department of Environmental Protection will only review permit applications from developers who commit to meeting Responsible Infrastructure Development (GRID) Requirements and obtain prior local approval.
