Franklin County Commissioners on the precipice of data center decisions
The Franklin County Commission is set to vote on rezoning requests for two large data center projects and new county-wide data center regulations. Residents are vocally opposing the projects, citing concerns over water use, environmental impact, and quality of life, with threats of lawsuits if the projects are approved. The Franklin County Zoning Commission has recommended approval for one project's rezoning and the regulations, but not for the other project's rezoning.
The Franklin County Commission is scheduled to vote Tuesday on rezoning requests for two significant data center projects and new regulations governing data center development within the county. This comes after previous lengthy public meetings and strong opposition from local residents.
Gene Elkins, a resident near the proposed Meramec Valley Technology Park south of Pacific, developed by Beltline, expressed deep concerns about rezoning agricultural land for data centers, potential water usage impacts on well-dependent homes, and environmental issues raised by the Missouri Department of Conservation regarding endangered species near the Meramec River. He indicated that residents are prepared for legal action to halt or delay the projects if approved.
Dana Bowers, a Pacific resident whose parents live near the Gateway Digital Campus project by Villa Ridge, developed by Provident, voiced frustration and anger over the proposals. She criticized proposed changes to data center regulations, particularly the alteration of setback requirements from property lines to inhabited homes, which she believes eases restrictions for developers. Bowers also questioned the county's handling of a $25,000 tax study and expressed concern that proposed fines for violations would benefit the county, not affected residents. She warned that lawsuits would "start flying" if the Commission approves the projects, vowing continued opposition.
Despite opposition, Provident released a letter committing to project designs with "no impact" on sensitive neighbors like Shaw Nature Reserve, detailing large buffers and strict noise/light standards, while highlighting the economic benefits. The Franklin County Zoning Commission recommended approving the regulations and the rezoning for the Villa Ridge project but rejected the rezoning for the project south of Pacific. The final vote will take place at East Central College.
