Lackawanna County is moving forward with plans for two independent studies in response to controversial data center developments and associated infrastructure like power plants. Commissioner Bill Gaughan, a vocal critic of data centers, spearheaded the proposal for a health-impact assessment, which received unanimous support from his colleagues. This study aims to quantify the potential cumulative impacts of these projects on residents, parks, schools, and other community assets.

Separately, county Emergency Management Agency Director Tom Taylor confirmed officials will prepare a request for qualifications (RFQ) for a "threat assessment and emergency response assessment." This assessment will evaluate the requirements for local first responders and EMA staff in a worst-case scenario involving critical data center infrastructure, identifying potential needs for additional training and resources. Commissioner Gaughan endorsed this assessment, highlighting the new risks posed by emerging technologies, including incidents involving hazardous materials and the potential for physical or cyber threats to critical infrastructure.

Commissioners Thom Welby and Chris Chermak also supported the initiatives, with Welby crediting Gaughan's proactive approach and emphasizing the importance of separating the two studies to avoid delays. The cost and duration of these assessments are currently unknown. These actions by the county commissioners reflect a growing local opposition movement against the data center proposals in the Midvalley region.
