Industrial development boom drives Laramie County’s new workforce housing requirement

Laramie County is developing a standard requiring large industrial projects to provide housing for temporary construction workers outside the local housing market. The requirement will affect Vantage Data Centers’ proposed Project Latigo south of Cheyenne and other major developments, including wind and solar projects.

Laramie County officials are moving toward a countywide workforce-housing requirement for large industrial developments. Projects would need to house construction workers on-site, use a shared workforce camp or RV park, or arrange another solution approved by county officials to limit pressure on Cheyenne-area housing supplies.

The policy is being applied as the county processes Project Latigo, a proposed Vantage Data Centers facility 12 miles south of Cheyenne. County Planning and Development Director Justin Arnold said the requirement would apply to construction workers rather than permanent employees and would become standard for future industrial projects. The county is also applying the approach to the Laramie Range Wind Project, developed by ConnectGen Laramie County, an affiliate of Repsol Renewables North America, after the Wyoming Industrial Siting Council approved the project subject to conditions. Repsol may seek to amend one condition or delay its county proceedings while resolving workforce-accommodation issues.
