Lincoln County advances Port of the Plains lease, updates development permit fees
Lincoln County, Nebraska, approved a long-term lease agreement for the Nebraska International Port of the Plains and updated its development permit fees. The new fee schedule significantly increases application costs for large commercial energy and technology projects, including data centers, to cover administrative and legal review expenses.
The Lincoln County Board of Commissioners in North Platte, Nebraska, unanimously approved a long-term lease agreement with the Nebraska International Port of the Plains. This agreement is designed to attract industrial and logistics tenants to the regional inland port authority by providing critical leverage for securing outside funding.
In a separate vote, the commissioners also approved a restructured application fee schedule for large-scale commercial developments, including data centers, commercial wind and solar projects, and confined animal feeding operations. Planning Administrator Judy Clark stated that the previous $250 base fee was insufficient to cover the administrative and legal review costs associated with complex proposals and heightened public hearing mandates. Under the new schedule, data center applications will incur a base fee of $2,000 or $125 per megawatt, with a maximum cap of $50,000. These updated fees aim to adequately compensate for the staff time and resources required for processing such applications.
