Public Services Committee to review pending Cheyenne annexations, proposed gaming center

The Cheyenne Public Services Committee convened to review a series of land-related ordinances aimed at annexing and rezoning parcels in Laramie County, Wyoming, to accommodate new data center developments. Among the key proposals is the incorporation of the 1,200-acre Cox Ranch, located west of Cheyenne, which is slated for a data center project by developers SkyBox Data Centers and ViaWest Group. These ordinances are currently on their final committee reading and are anticipated for adoption by the Cheyenne City Council next week if approved.

Additionally, the committee examined the annexation and rezoning of other properties, including the 162.42-acre Orchard Hills parcel south of Cheyenne, where real estate developer Trammell Crow Company plans another data center. This project, along with the HR Ranch property in east Cheyenne, faces an objection from the Cheyenne Planning Commission, which recommended denying updates to the city's future land use map. The committee and City Council will need to overrule these recommendations for the projects to proceed.

While some ordinances are nearing final approval, others, like those for the Hitching Post District, Orchard Hills, and HR Ranch properties, will require further review cycles by the committee. The committee's agenda also included a resolution to grant a special use permit for a prospective Bally's gaming center and to adopt a citywide climate action plan intended to establish a greenhouse gas inventory and emission reduction targets for the region.
