Larimer County has imposed a moratorium on new data centers through February while developing regulations that would block hyperscale facilities using more than 30 megawatts. Draft rules would also prohibit evaporative cooling, require renewable electricity, and prevent conversion of agricultural land, although smaller facilities may still be allowed.

Larimer County commissioners and planning officials are preparing data center regulations after more than 7,000 residents responded to a county survey, with a large majority opposing new facilities. The county’s moratorium on new data centers remains in effect through February, and the proposed rules are scheduled for a vote in January.

The draft regulations would bar facilities drawing more than 30 megawatts, prohibit evaporative cooling systems, require renewable power and prevent the conversion of agricultural land. Community Development Director Rebecca Everette said county staff concluded that smaller data centers could still be needed by health care, academic and telecommunications organizations, so a total ban is not being pursued.
