PA PUC Chair: Families Shouldn’t Subsidize Data Center Power Needs

Pennsylvania Public Utility Commission (PUC) Chairman Stephen DeFrank has stated that families and small businesses in Pennsylvania should not be asked to subsidize the extensive infrastructure required to serve the world's largest energy users, specifically referencing data centers. DeFrank emphasized the need for the state to carefully balance the growth of the data center industry with the imperative of protecting the reliability and affordability of the power grid for existing ratepayers. He also highlighted the increasing reliance on natural gas for electricity generation within the state's transforming utility systems.
Chairman DeFrank applauded Governor Josh Shapiro for an executive order focusing on AI and data centers, which also calls for clean energy uses. The PUC Chairman stressed that economic development and consumer protection are not conflicting objectives but rather complementary goals. He underscored the commission's responsibility to create a regulatory framework that achieves both.
DeFrank indicated that successful implementation of this framework would necessitate collaboration among various stakeholders, including government bodies, regulators, consumer advocates, utility companies, customers, and regional and federal partners. He affirmed the PUC's commitment, as an independent regulator, to support responsible growth while simultaneously safeguarding the existing power grid and the financial well-being of its ratepayers.
