The Cheyenne City Council is scheduled to hold a second reading tonight on a proposed 12-month moratorium concerning new data center developments. The meeting, originally set for Memorial Day, was rescheduled. This moratorium, if enacted, would only impact new projects and not those already under construction.

Councilman Mark Moody is sponsoring the proposal. Last week, the council's Public Services Committee reviewed the measure, hearing diverse viewpoints from both supporters of the moratorium and union members who emphasized the economic advantages data centers bring to the city.

Despite the differing opinions, the committee concluded its review without offering a recommendation for or against the proposal. Unlike legislative bodies that can kill proposed laws, Cheyenne City Council Committees typically recommend approval or defeat of proposals. Public comments will be accepted tonight, limited to three minutes per speaker, either in person or via Zoom. For the ordinance to become law, it requires approval on a third reading, with opportunities for amendments during the process.
