Imperial County Resident Urges Tougher Data Center Regulations on Water, Electricity, and Environment

Imperial County resident Jake Tyson addressed the Imperial Irrigation District (IID) Board, voicing strong opposition to hyperscale AI data centers in the Imperial Valley. He emphasized that local communities should not bear the burden of these facilities' significant demands for electricity and water, nor the pollution generated by their operations.

Tyson pointed to California Senate Bill 887, sponsored by Senator Steve Padilla, as a starting point, which includes conditions for data center streamlining such as no increase in statewide fossil fuel consumption, four hours of zero-carbon storage, and developer-funded grid investments. However, Tyson urged the IID Board to strengthen four specific provisions within the bill and the associated tariffs.

He called for requirements for reduced operations on non-combustion resources during curtailment to protect air quality, a prohibition on energization until adequate water supplies and environmental reviews are verified, and making all protections binding in every service agreement with public compliance reports. Tyson also demanded security covering potential exit fee exposure to prevent residents from inheriting failed developers' unpaid obligations, citing past issues in the county with developers avoiding environmental oversight and influencing local boards.

Tyson concluded by reminding the board of its primary obligation to the community, suggesting that these protections be explicitly written into the tariff, as "a contract cannot manufacture water" and "a deposit cannot clean our air."
