In response to resident feedback, Council-at-Large member Mariana Branch supported increased public participation to foster trust with city leaders. Council members also discussed a proposed 12-month moratorium on new data center development, which would temporarily halt permit applications while an AD-HOC committee studies the issue and reviews zoning regulations. Branch believes this pause is crucial for the city to adapt to a new type of development.
However, Council President Terry Moisio expressed reservations, citing the need to consider residents who support data center development and concerns that a moratorium could signal that Conneaut is unwelcoming to new businesses. Unlike Pennsylvania, Ohio law allows municipalities to prohibit data centers through local regulations. The proposed moratorium is slated for further discussion at the next Conneaut City Council meeting.
