HARRISBURG, PA – State Rep. Craig Williams (R-Delaware/Chester) and House Republican Leader Jesse Topper (R-Bedford/Fulton) held a press conference to promote the Pennsylvania Electricity Ratepayer Protection Act. The proposed legislation seeks to address the increasing electricity costs across Pennsylvania, which the Public Utility Commission (PUC) recently announced would see another substantial increase effective June 1.

According to Williams, the rise in power prices is largely due to electricity demand, primarily from data centers across the PJM system, outstripping the existing supply. He stated that the current lack of policy requiring data centers to build their own power infrastructure leads to these companies competing with Pennsylvania ratepayers for limited electricity supply.

The Pennsylvania Electricity Ratepayer Protection Act proposes three main components: "Bring Your Own Generation," which mandates hyperscale data centers construct their own electricity generation; "Pay Your Own Way," requiring these facilities to bear the full cost of electric infrastructure and grid connections; and "Power Pricing Parity," which would enable Pennsylvania utilities to enter long-term power purchase agreements for ratepayers, offering competitive benefits similar to those extended to large data companies. These principles align with commitments made in the Statement of Principles Regarding PJM, signed by Governor Josh Shapiro, and the Ratepayer Protection Pledge, signed by President Donald J. Trump and several hyperscale data companies.

Rep. Williams emphasized that the legislation would prevent ratepayers from subsidizing the infrastructure buildout for multi-billion-dollar corporations and protect them from inflated energy costs. House Republican Leader Jesse Topper added that while Pennsylvania's energy will fuel global digital advancements, it should not come at the expense of its residents. The bill is currently pending consideration in the House Energy Committee.
