
Opponents file latest challenge to Cumberland County data center project
Middlesex Township residents opposing Carlisle Development Partners’ $15 billion PAX-1 data center filed a petition in Cumberland County Court seeking to halt construction. They argue their zoning appeal triggered an automatic stay that the township and developer ignored, while a recent ruling allowed the project to proceed.
Opponents of the PAX-1 data center in Middlesex Township, led by the group Stop PAX-1, filed a petition with the Cumberland County Court of Common Pleas seeking to stop construction until their zoning appeal is heard. The residents argue that their May appeal to the Middlesex Township Zoning Hearing Board automatically stayed development under Pennsylvania’s Municipalities Planning Code.
The Middlesex Township Zoning Hearing Board did not schedule a hearing, while work continued and township supervisors reviewed land development plans. Carlisle Development Partners maintains that the project can proceed under the township’s data center overlay district, and a recent court ruling allowed construction to move forward. The latest petition seeks a court order pausing work until the zoning challenge receives a final determination.
