Terawatts is proposing to redevelop the 381-acre former Alton Steel site in Alton into the Riverbend Technology Center, beginning with a 200-megawatt data center and potentially adding four more blocks. The proposal requires a use determination and rezoning approval from the City of Alton, while residents are raising concerns about power use, water consumption and the project's scale.

Terawatts has agreed to purchase the former Alton Steel property, contingent on receiving the approvals needed to build the Riverbend Technology Center. The first phase would consist of a 200-megawatt data center, with the possibility of four additional blocks on the 381-acre site. The company says the project would generate more than $17 million annually in tax revenue, require less water than the steel mill and produce less noise, while receiving no local tax incentives.

The proposal has drawn both support and skepticism in Alton. Alderman John Meehan said developers addressed his questions about power and noise and urged residents to keep an open mind. Nearby resident Corey Davenport questioned the project's potential impact, particularly its energy and water demands, and a public town hall was planned as the community considers the redevelopment.
