Hubbard City Council has enacted a 12-month moratorium on data centers, bypassing standard legislative procedures. This decision responds to public controversy over "Project Milo" and Mayor Ben Kyle's non-disclosure agreement regarding potential data center sites.

The Hubbard City Council voted on Monday night to enact an immediate 12-month moratorium on data center development within the city. Councilman Mike Mogg confirmed that the council bypassed the customary three readings typically required for such legislation, moving directly to a vote. This action means both Hubbard City and Township now have a year-long pause on data center projects.

The moratorium is a direct response to a proposed development known as "Project Milo," which has generated significant controversy locally. Concerns escalated following Mayor Ben Kyle's revelation in May 2026 that he had signed a non-disclosure agreement (NDA) regarding the project in 2024. While Mayor Kyle has stated no definitive location for Project Milo has been chosen, one potential site is the former Deer Creek Golf Course, which was annexed by the city but is surrounded by residential properties in the township. Kyle has assured residents that public input opportunities will be provided once a formal proposal is submitted.
