The Clinton City Council approved the first reading of a data center ordinance as QTS considers building a facility on about 1,100 acres on the city’s west side. Opponents are seeking stronger protections, including a 1,500-foot setback from homes, while the ordinance still requires two more readings before taking effect.

The Clinton City Council approved the first reading of an ordinance establishing regulations for a proposed QTS data center on roughly 1,100 acres on the west side of Clinton, Iowa. City officials said they want the rules in place before the developer submits concrete plans.

During a public hearing, Clintonians Against Data Centers urged the council to strengthen the ordinance. The group requested a 1,500-foot setback from homes instead of the proposed 1,000 feet, inclusion of livestock among sensitive groups considered in site placement, and stronger language throughout the measure. Council member Janet Turpin cast the lone vote against the ordinance and has publicly opposed the data center proposal. Two additional council readings are required before the ordinance takes effect.
