Data center moratorium proposal under consideration in Orange County

Orange County Commissioners are currently considering a temporary moratorium on new AI data center applications. The topic was on the agenda for the Orange County Commission meeting but faced delays and was rescheduled for later in the day.

Commissioner Kelly Semrad initiated the proposal, sending a memo to fellow commissioners advocating for at least a one-year moratorium on AI data center development. The stated purpose is to allow the county to update existing policies regarding data center approvals and to conduct further studies on their environmental impacts, including health effects, energy use, air pollution, and water usage.

During public comment, dozens of residents spoke, with the majority expressing support for the moratorium. Both candidates for Orange County Mayor, Chris Messina and Tiffany Moore Russell, have publicly backed the proposed pause. Messina stated the moratorium is a good idea due to many unanswered questions, while Russell issued a statement emphasizing the need to understand the full impact of large-scale data centers on water, energy, infrastructure, and land before making permanent decisions.
