The Indiana Utility Regulatory Commission unanimously approved AES Indiana’s $737.3 million solar, battery-storage and transmission project to supply a 390-megawatt Google data center in Monrovia. Google and AES Indiana say Google will cover the costs, but the Citizens Action Coalition warned that existing ratepayers could bear up to $74 million in transmission upgrade costs.

Indiana regulators approved AES Indiana’s plan to build solar generation, battery storage and transmission infrastructure for Google’s 390-megawatt data center in Monrovia, southwest of Indianapolis. The project is the first data center case filed under a 2025 state law requiring large electricity users to cover at least 80% of reasonably assigned costs. AES estimates the infrastructure investment at $1.3 billion, while the project itself is expected to cost $737.3 million.

AES Indiana and Google maintain that Google will pay for the electricity and new infrastructure serving the facility. However, the Indiana Utility Regulatory Commission accepted a plan placing $73.8 million in network upgrades in AES Indiana’s transmission rate base, potentially allowing recovery through future retail rates. The Citizens Action Coalition objected, arguing the data center should pay those costs, while regulators and AES said the upgrades would benefit the broader customer base and that the agreement includes protections if Google reduces or ends its operations.
