The Troy Planning Commission has approved a new, more rigorous approval process for future industrial zonings, including data centers, which will increase public participation and transparency. This change comes after a past data center plan was rejected and amid an existing moratorium on data centers in Troy. The ordinance will now advance to the Troy City Council for further action.

The Troy Planning Commission has approved, through two readings, a revised approval process for all future industrial zoning projects, specifically including data centers. This new procedure, designed to enhance public participation and transparency, emerged from feedback city officials received after a large-scale data center plan was rejected earlier this year and while the city is under a moratorium on data center developments.

Ann Byrd, Troy’s building and zoning director, explained that any new industrial zoning would now begin with a public hearing, followed by a recommendation from the planning commission. It would then proceed to the City Council for a first reading, incorporate any mayoral or councilmen recommendations, and after a minimum 14-day waiting period, return to the City Council for a second reading and final action. This updated process, applying to annexations, rezonings, data centers, warehouses, logistics, and manufacturing, is expected to be on the Troy City Council’s agenda for July 20.
