A new coalition, Michigan for Responsible Data Centers, has been launched by the Michigan Chamber of Commerce, Detroit Regional Chamber, DTE Energy, Consumers Energy, and several trade unions. The group aims to combat "misinformation" about data centers and provide communities with fact-based resources as Google, Oracle, and Microsoft pursue facilities across the state.
Meanwhile, legislative efforts are underway to regulate the rapidly expanding data center industry. Democratic gubernatorial frontrunner Jocelyn Benson has proposed a plan for mandatory public hearings, full transparency, environmental protections, and developer coverage of increased energy costs, along with union labor agreements. State Attorney General Dana Nessel and State Senator Rosemary Bayer are also addressing public concerns, particularly in Southeast Michigan, regarding environmental impacts and utility costs. Senator Bayer is crafting protective legislation, and Attorney General Nessel has vowed to pursue transparency and protect ratepayers.
Local communities across Michigan are actively responding to the data center boom. Northville City Council unanimously approved a one-year moratorium on data centers in January. Frenchtown Township's Planning Commission is set to review a proposed moratorium. Dundee Township extended its moratorium in January, while Erie Township adopted a limited moratorium in February, and Berlin Township tabled a vote on an ordinance. Rural communities near Lansing, including Oneida, Eagle, and Vevay Townships, are racing to enact moratoriums and tighten zoning. Norvell Township's Planning Commission also recommended a zoning amendment allowing temporary moratoriums, citing concerns over water use, noise, and rural character. Amid this, Microsoft is expanding its footprint in Gaines Township, purchasing an additional 57.8 acres and advancing plans for a data center, with a rezoning request to be heard by the township's planning commission on April 15.
