Massillon City Council is preparing to vote on new zoning regulations for data centers in early August, following nearly three months of discussions. Councilwoman Julie Harwig Smith, who chairs the Community Development Committee, indicated the August 3 regular meeting as the target date for the decision.

The proposed legislation would restrict data centers to heavy-industrial (I-2) zoning regions, eliminating light industrial (I-1) as an option. Development Director Ted Herncane commended the council for this decision, noting it would help keep data centers further from residential neighborhoods. Additionally, large data centers (100,000 square feet or more) and smaller facilities would be required to maintain at least 400-foot setbacks from residential districts, an increase from an earlier 200-foot proposal.

Developers will also need to demonstrate adequate water, electric, and wastewater capacity before construction, and provide peak noise and decibel level certifications. The updated zoning rules would allow the city's site plan review committee to revisit utility-related changes even after initial approval or construction. One data center developer is reportedly eyeing the Massillon Technology and Energy Park, a heavy-industrial zoned area, as a potential future site.
