Southern Maine towns take different approaches to data center moratoriums

Several southern Maine municipalities have adopted or are considering temporary moratoriums or bans on data center development, while others are taking a wait-and-see approach. Yarmouth, Falmouth, Cumberland and South Portland have not adopted local restrictions, though officials are monitoring potential state action and future proposals.

Data center moratoriums and proposed bans have spread across Maine after Gov. Janet Mills vetoed legislation that would have temporarily restricted permitting statewide. Brunswick, Bangor, Westbrook, Gorham, Gray, Sanford, Scarborough and Saco have approved temporary moratoriums, while voters in North Berwick, Buxton and Wells are expected to decide on restrictions.

Other southern Maine communities have held off. Yarmouth officials determined that existing land-use rules likely would not allow a data center, although ambiguity remains, while Falmouth plans to discuss whether a moratorium or ban should become a policy priority. Cumberland and South Portland officials likewise report no immediate need for local action but are watching the Legislature, which is expected to revisit the issue.
