The Westfield City Council has officially enacted a 12-month moratorium on data centers after a second unanimous vote on July 6. The Westfield City Council solidified its stance on a 12-month data center moratorium, confirming a previous unanimous vote during a special meeting on July 6. The decision came after robust public participation, with residents like Richard Labrie emphasizing the moratorium as a responsible step to protect municipal resources, the local environment, and taxpayers. Labrie highlighted the significant electricity and water demands of data centers and noted that the moratorium aligns with recent state-level actions by Gov. Maura Healey to strengthen guardrails for data center exemptions.

Residents like Jessica Britton, Michael Roeder, and Donna Liese urged the council to approve the moratorium, citing concerns about environmental impacts and the lack of progress from previous data center project proponents, such as the proposed Servistar Data Center. Councilor Kristen Mello was specifically thanked for her dedication to researching and presenting the environmental issues. Andy Montanaro requested a formal commitment from city agencies to transparency and a prohibition on non-disclosure agreements regarding data center discussions. Ann Ripley and Kathy Labrie also made emotional pleas, urging the council to conduct thorough due diligence and prioritize the community's well-being over potential financial incentives.

Suzanne Paquette and Judy Lamothe further supported the pause, with Paquette referencing national calls for data center moratoriums and questioning water usage in closed-loop systems. Rachelle Randall from a neighboring town also advocated for the moratorium, citing concerns about rising utility costs. Following public input, the 365-day moratorium on data centers passed unanimously, with City Council President John Beltrandi III acknowledging the impressive community engagement. Councilor Mello expressed gratitude for the collaborative process, noting that the investigation into the ecological and public health impacts of data centers in Westfield will now be overseen by the City Council's Natural Resources Committee, which she chairs.
