Paul Vallas, an adviser for the Illinois Policy Institute and former Chicago mayoral candidate, warns that Chicago is risking a generational economic and educational opportunity by hesitating to embrace the artificial intelligence revolution. He points to two main areas of concern: growing opposition to the Illinois Quantum & Microelectronics Park and Chicago Public Schools' (CPS) reluctance to integrate generative AI tools into its curriculum and operations.
The proposed Illinois Quantum & Microelectronics Park, located at the former U.S. Steel South Works site, is designed as a research, development, and advanced manufacturing campus for quantum computing and microelectronics. It is intended to host anchor tenants like PsiQuantum, research labs, and an IBM innovation hub, explicitly stating it will not be a standard server-farm data center. Despite this, a recent "Community Over Quantum" rally, attended by Mayor Brandon Johnson, saw protesters demanding the project be halted, which Vallas describes as political theater driven by activists often not from the affected South Side neighborhoods.
Vallas argues that Chicago possesses distinct advantages for becoming a digital infrastructure hub, including vast abandoned industrial land, freshwater access from Lake Michigan, and existing high-voltage electrical infrastructure. He advocates for attracting private investment through streamlined site approvals and zoning clarity rather than relying on massive city or state subsidies, particularly noting the benefits of federal Opportunity Zones and brownfield programs.
Furthermore, Vallas criticizes CPS for yielding to activist parent groups and teacher unions in delaying AI deployment. He asserts that AI could bring significant cost savings, improve school management, and expand instructional support, providing personalized assistance to students and narrowing the equity gap. He highlights the University of Illinois Urbana-Champaign's Gies Disruption Lab's Contextual AI Avatar project as a potential solution, suggesting a formal partnership between CPS and the university to leverage AI for educational reform.
