San Diego’s congressional delegation plans to introduce legislation requiring local support before a data center could be built on the Navy-owned NAVWAR site. The effort follows community opposition and the San Diego City Council’s emergency ban on data centers, which does not apply to federal land.

San Diego congressional Democrats, led by Rep. Sara Jacobs, plan to introduce legislation requiring local approval for a proposed data center on the Navy-owned NAVWAR property. The measure targets a potential 400-megawatt facility being considered by Manchester Financial Group as part of its redevelopment of the 70-acre site.

The proposal follows community backlash and an emergency ban on data centers approved by the San Diego City Council, although that prohibition does not cover federal property. Jacobs said the bill would apply only to NAVWAR and could be pursued through the annual National Defense Authorization Act if it does not advance before the current congressional recess. Reps. Scott Peters, Mike Levin and Juan Vargas are also supporting the effort.
