Richmond City Council to Consider Moratorium on Data Centers

The Richmond City Council is scheduled to discuss an urgency ordinance on Tuesday to implement a 45-day moratorium on new data center developments. This proposed temporary ban would allow the city to thoroughly evaluate the extensive impacts of data centers on local resources and community well-being.

The city recognizes that while data centers contribute to economic activity and tax revenue, they also demand significant electricity, water, and land. Concerns have been raised regarding potential strain on energy capacity, adverse environmental and health impacts, noise pollution, and compatibility with existing community priorities.

To pass, the urgency ordinance would require a four-fifths vote from the City Council. If approved, the moratorium could be extended for an additional 22 months and 15 days, with city staff indicating an intent to seek such an extension within the initial 45-day period. During the moratorium, no new permits, licenses, or entitlements for data centers would be issued within the city.

Richmond residents, backed by environmental justice organizations, plan to rally at Richmond City Hall on September 15 to advocate for the moratorium's passage. If enacted, Richmond would become the second city in Contra Costa County and the broader Bay Area, after Oakley, to adopt such a measure, reflecting growing regional concerns over rapid data center expansion.
