The Flint City Council in Michigan has passed a 12-month moratorium on new data center developments, aiming to assess their environmental and economic impacts. Introduced by Council President Candice Mushatt and approved by a 7-1 vote on June 8, the moratorium seeks to provide time for studies and community discussions on issues such as electricity, water usage, and carbon emissions. Councilwoman Mushatt emphasized the need for input from various stakeholders, including the Michigan Department of Environment, Great Lakes, and Energy (EGLE), regarding water protection.

The article highlights the broader context of a national data center boom, fueled by the demand from AI technologies developed by companies like Google, Microsoft, xAI, OpenAI, and Anthropic. Dr. Changxin Bai, assistant professor at Kettering University, explained the substantial power requirements of data centers, noting that a single 1 MW facility can use 730 MWh per month, compared to an average home's 0.9 MWh. The immense energy needed for AI model training and queries also contributes significantly to carbon emissions.

Environmental concerns raised by opponents often include land usage, water consumption, and pollution. Data centers' cooling systems, particularly mechanical and adiabatic methods, require substantial amounts of water, with a 1 MW data center potentially using millions of gallons monthly. Flint already hosts one data center, a 1.5 MW facility operated by OTAVA, a cloud storage and data protection services company.
