These projects will be judged on five principles, including ensuring Marylanders benefit, community voices are heard, and the environment is protected. A task force created by the order will review projects as soon as they seek permits or incentives, issuing a public determination of "Aligned," "Conditionally Aligned," or "Not Aligned." Additionally, a public website will be created to track data center projects and actions, enhancing transparency for residents.
Finally, the executive order calls on the Maryland General Assembly to limit a state tax exemption for data centers that was originally enacted in 2020. Governor Moore emphasized that these measures are intended to establish clear safeguards, prevent residents from footing the bill, and center transparency and accountability in the data center development process.
