Texas Governor Abbott has announced a statewide pause on data center approvals, issuing a letter to the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) directing them to audit all data centers currently in ERCOT's interconnection queue.
The audit aims to assess the impact of these energy-intensive projects on the state's electric grid. ERCOT is tracking over 1,800 projects, primarily data centers, representing more than 474 gigawatts of electricity, which is five times the grid's record peak demand. This directive is Governor Abbott's strongest move yet to slow data center development and highlights the lack of information available about these facilities. The pause also comes after ERCOT's 'batch zero' process, designed to streamline large load connections, has been delayed.
Bloomberg NEF analysis suggests the pause could have significant financial implications, potentially risking billions of dollars in data center leasing revenue across the total U.S. data center pipeline. BNEF estimates AI computing capacity could earn approximately $1.76 billion per gigawatt per month, implying substantial revenue at risk if interconnection policy changes are enacted.
