While the bill was amended multiple times in the House, leading to claims it was "watered down," Griffitts maintained that the final version still holds companies accountable without entirely discouraging data center investment in Florida. Notably, the bill departs from typical state preemption by granting local governments unusual authority to designate specific areas for data center construction, often in rural, industrially zoned lands, which is where companies are reportedly looking to build.
