San Diego Mayor Todd Gloria has called for a temporary halt to new data center projects as the city responds to rapid growth in artificial intelligence infrastructure. The proposed moratorium would pause development for 180 days while city departments draft permanent rules governing where and how data centers can operate.

The action follows opposition to a proposed 400-megawatt data center at the NAVWAR campus in the Midway District. Residents and local leaders cited concerns about higher utility bills, pressure on the power grid, substantial water and electricity use, and the potential loss of land that could be used for affordable housing. The San Diego City Council is scheduled to consider the moratorium Monday.
