Here’s how much Box Elder County owes lawyers who helped with ‘furious negotiations’ over massive data center

Box Elder County hired attorneys to navigate negotiations for a massive hyperscale data center project, dubbed Stratos, led by investor Kevin O'Leary. The county commissioners unanimously approved the interlocal agreement and project area, allowing the development to move forward.

Box Elder County commissioners brought in outside attorneys from the Salt Lake City firm Smith Hartvigsen PLLC to assist with "furious negotiations" over a massive data center and energy proposal. Commissioners stated at an April 27 meeting that they received details of the proposal at the "last hour."

The project, named Stratos by the Military Installation Development Authority (MIDA), is envisioned as a sprawling 40,000-acre hyperscale data center development in Hansel Valley, north of the Great Salt Lake. Celebrity investor Kevin O'Leary is leading the development effort.

Much of the legal work focused on drafting and revising an interlocal agreement between Box Elder County and MIDA, which would govern the project's structure, incentives, and shared authority. The Box Elder County Commission unanimously approved both the agreement and the project area during a meeting on May 4.
