Two drafts of Legislative Document 307 (LD 307) exist, both aiming to establish a review council and implement a data center moratorium. However, a draft from Republican Senator Matt Harrington of York County includes provisions that would allow certain qualifying data center projects to be exempt from the moratorium. The bill's primary sponsor advocates for a halt on any projects exceeding 20 megawatts until the review council concludes its work, emphasizing the need for a comprehensive regulatory framework for all developments, without picking "winners and losers" or jeopardizing Maine's environment and ratepayers. Conversely, a developer named McDonald expressed concern that the proposed moratorium would effectively terminate his data center project. A vote on LD 307 in the House is anticipated as early as tomorrow.

Senators Bernie Sanders and Representative Alexandria Ocasio-Cortez have introduced federal legislation, dubbed the AI Data Center Moratorium Act, aimed at slowing the rapid growth of artificial intelligence and ensuring its benefits extend to workers without environmental degradation. Sanders critically highlighted that massive AI investments are primarily driven by billionaires like Elon Musk, Jeff Bezos, Mark Zuckerberg, and Larry Ellison, seeking to increase their personal wealth rather than benefit working families. He further noted that over 100 local communities in 12 states have already enacted local data center moratoriums, underscoring a moral obligation for Congress to support these efforts. Last week, the Trump administration also unveiled its AI plans, which include limits on regulation and preventing states from implementing their own rules.
