A massive data center proposed in Delaware City would use up to 20 million gallons of water per year to cool its facilities. The 1.2-gigawatt "Project Washington" data center, proposed by Starwood Digital Ventures, was deemed to not meet Coastal Zone Act regulations by environmental regulators. The center would also use 516 diesel-powered generators and a 5-acre tank farm storing 2.5 million gallons of fuel. Data centers are raising concerns across the region about their heavy energy use and impact on electricity prices and water supplies. Pennsylvania's governor has proposed safeguards, including requiring data centers to generate their own power and conserve water.
