The Pacific Northwest faces a massive undertaking to upgrade its energy infrastructure, with a draft regional power plan forecasting the need for a $2.3 billion investment by 2032 to meet rising electricity demand. The Northwest Power and Conservation Council's Ninth Power Plan, currently open for public comment until October 16, projects a 50% to 100% increase in regional electricity demand over the next two decades, primarily attributed to the growth of data centers, vehicle and building electrification, and population growth.

The plan calls for adding 11,000 megawatts to the region's grid across Washington, Oregon, Idaho, and western Montana, representing about 16% of the current total capacity. This includes a mix of 9,000 megawatts of renewables and 2,100 megawatts of natural gas. Jennifer Light, director of power planning, emphasized that no single energy resource can meet future needs. The plan will guide the Bonneville Power Administration (BPA), which operates under the U.S. Department of Energy and controls 75% of the region's grid, and influence other electricity providers.

The BPA has expressed concerns about the costs and complexities of the council's energy conservation recommendations, particularly questioning whether the proposed strategy would be less favorable for utility customers in Idaho and Montana compared to Oregon and Washington. Council staff highlighted significant uncertainties in planning, including the challenge of predicting data center electricity demands, the pace of transmission line expansion, and the impact of extreme weather events. The final plan is expected by the end of this year or early 2027.
