
‘Tuckahoe Tech Park’ data center campus proposed on 900-acre tract in Goochland

This is the first project proposed under the county's recently adopted technology overlay district (TOD) guidelines. The project is expected to face opposition, with residents already pursuing a lawsuit against the county over the TOD's adoption.
Denver-based developer Tract has submitted an initial application to Goochland County, Virginia, for Tuckahoe Technology Park, a multi-phase data center campus covering nearly 900 acres. This marks the first data center project proposed under the county's newly enacted technology overlay district (TOD) guidelines, adopted in November to concentrate tech development in specific eastern sections while preserving rural character elsewhere. The proposed campus, located in the TOD West area, will require a conditional-use permit and public hearing process, adhering to the TOD's restrictions on building size, noise, traffic, buffers, and setbacks.
Tract, known for acquiring and preparing land for data centers before selling to other firms, states its proposal is fully compliant with TOD standards, promising long-term tax revenues, high-wage employment, and infrastructure investment while managing environmental and visual impacts. The conceptual plans detail 12 data center buildings across seven development areas, with most buildings reaching 60 feet in height. The project anticipates generating $400 million in real property tax and over $600 million in personal property tax revenues over 20 years, along with 350 permanent jobs.
The proposal follows Tract's recent rejection for a similar project, Mountain Road Technology Park, in neighboring Hanover County. The Goochland project is also expected to encounter local opposition, as residents previously voiced concerns during the TOD's creation. Furthermore, a group of residents is currently pursuing a lawsuit against Goochland supervisors and planning commissioners, alleging procedural failures in the adoption of the TOD.
