The Joplin City Council on Monday approved an amendment to its development code, introducing new regulations for data centers after an hour of public discussion. The updated standards mandate noise limits, require data centers to use closed-loop cooling systems and cool roof designs, and stipulate that developers must cover the cost of upgrading utility infrastructure if existing systems are insufficient.

Public speakers voiced concerns about potential utility rate increases, especially following recent hikes by Liberty Utility, and called for greater transparency and public input, including a special use permit requirement. Councilmember Mary Price questioned a speaker on the extent of public involvement, while the Council majority resisted special use permits, viewing them as burdensome overregulation.

Before the final vote, Mayor Rob O'Brien proposed an amendment to expand setbacks for data centers built near residential and certain public properties from 300 to 600 feet. The amended ordinance ultimately passed by a 5-4 vote, with Councilmembers Cowles, Bard, Jackson, and Price casting the dissenting votes.
