
Pacific Northwest faces uncertain electricity demand surge driven by data centers
The Pacific Northwest is preparing for a significant and costly electricity grid expansion to meet a projected 40-100% increase in demand over the next two decades. Data centers are a major source of uncertainty in this forecast, as their rapid growth challenges regional power planning bodies and utilities. Regulators are considering new requirements for data center developers and demand-side management strategies to address these challenges.
The Pacific Northwest is embarking on its most extensive electricity grid expansion in decades, an endeavor estimated to cost billions of dollars, to address a projected 40% to 100% increase in electricity demand over the next two decades. This significant range of uncertainty, far greater than previously experienced, is largely driven by the unpredictable growth of data centers, according to the Northwest Power and Conservation Council, a planning body for Washington, Oregon, Idaho, and Montana. Data centers are expected to be the first major new loads to connect, raising concerns they might claim scarce grid capacity before other electrification efforts, such as electric vehicles and building heat pumps, fully materialize.
KC Golden, a Washington representative on the council, highlighted the unprecedented uncertainty, noting the critical and potentially controversial decisions ahead regarding public investment. The council's draft plan acknowledges the challenge of forecasting data center power use, which could range from Seattle’s average consumption to five times that by 2046. Utility regulators are considering stricter requirements for data center developers, such as requiring more evidence of commitment or larger financial deposits, to mitigate speculative project requests that may not come to fruition.
While state lawmakers and utility regulators are exploring measures to shield other consumers from data center-related costs, there's been no action to reserve grid capacity for future electrification needs. Discussions include mandating data centers to reduce electricity usage during peak times to accommodate the more intermittent demands of EVs and heat pumps, which have higher peak loads. The council's draft plan proposes 9 gigawatts of new renewable energy, 5 gigawatts of battery storage, and 2 gigawatts of natural gas generation over the next six years, with annual reassessments to adjust the plan. Public comments on the draft are open until October 16, with the final Ninth Power Plan expected by year-end.
