Skybox and Prologis have filed an application for Skybox Hutto 4, an 846,300-square-foot data center planned at 3399 County Road 132 in Hutto. The $550 million, single-story building is expected to be constructed from January 2027 through October 2028 and would be the largest of four planned facilities at the PowerCampus, which is projected to provide 600 megawatts of IT capacity across 3.88 million square feet.

Hutto City Council previously approved a development agreement, tax abatement, annexation and rezoning for the campus. Oncor Electric Delivery and the Lower Colorado River Authority are acquiring land for two 300-megawatt substations to support the site, while Hutto faces broader concerns over water, wastewater and infrastructure capacity amid rapid population growth.

The filing coincides with a statewide regulatory shift. Gov. Greg Abbott directed the Texas Commission on Environmental Quality to freeze environmental and air-quality permits for data center projects pending grid reliability and water-use audits, and the Public Utility Commission of Texas adopted a rule requiring large ERCOT power loads to post financial security before interconnection studies. The impact of those measures on Skybox Hutto 4 remains unresolved as the project proceeds through permitting.
