The Glendale City Council voted 6-1 to move forward with Project Eagle, a planned data center development near Litchfield Road and Olive Avenue in the West Valley. The project would occupy about 160 acres near Luke Air Force Base and include three data center buildings on roughly 108 acres, a natural-gas power generation facility on 33 acres and an Arizona Public Service substation on 12 acres. Construction could begin as soon as the following month.

Residents from nearby Waddell expressed concerns about noise, water consumption and air quality, arguing that impacts would extend beyond Glendale's boundaries. Other speakers and council members supported the project because of its anticipated jobs, infrastructure improvements and tax revenue. Glendale officials estimate it could generate more than $150 million for city services over 10 years and create about 200 jobs. Council member Leandro Baldegro cast the lone opposing vote, while Council member Diana Guzman said she trusted expert assessments and believed the development would strengthen Glendale's economy.
