Buddy Rizer, Executive Director of the Loudoun County Department of Economic Development, shared insights into successful data center development, cautioning communities against merely replicating Loudoun County's "Data Center Alley" model. Often referred to as the "Godfather of Data Center Alley," Rizer emphasized that communities should instead identify and build upon their unique local strengths, such as existing infrastructure, workforce, or affordable land, before deciding to pursue data center projects.
Rizer highlighted that Loudoun County's success wasn't accidental but stemmed from a deliberate strategy leveraging its proximity to internet exchange points, fiber infrastructure, reliable power, and a tech-savvy workforce. He stressed the importance of proactive planning, urging officials to address questions about desired data center scale, land-use integration, and available infrastructure *before* developers present proposals.
The economic development chief also advised communities to recognize the current competitive market for data centers, which allows them to be selective and negotiate favorable terms rather than conceding too much to developers. He cited Loudoun County's shift to a commercial-majority tax base, driven by data centers, as transformative, enabling significant investments in public services while reducing the tax burden on homeowners.
Rizer concluded that data centers are neither universally good nor bad, but rather one economic development option.
