The West Chicago City Council unanimously approved a 180-day temporary moratorium on new data centers and battery energy storage systems (BESS) on July 20, 2026. This measure, established through Ordinance No. 26-O-0011, provides the City of West Chicago with time to study these uses, gather public input, and determine if updated zoning rules are needed to regulate such developments within all zoning districts.
This temporary halt comes as data centers and BESS projects are increasingly proposed throughout the Chicago region, prompting nearby communities to review their regulatory frameworks. Common concerns cited include demands on the electrical grid and water supply, noise, fire safety, emergency response needs, environmental effects, and compatibility with adjacent properties. Communities are also considering land requirements, job creation, and the balance between public benefits and potential impacts.
During the 180-day period, the City will investigate potential local impacts, review regulations from other municipalities, and consult with experts, partner agencies, emergency responders, property owners, and industry representatives. Staff will use this comprehensive information to prepare findings and recommendations for discussion by the City Council or its Development Committee. The moratorium does not prohibit these uses permanently but preserves current conditions while the City evaluates the need for additional regulations.
While the City will generally not grant final permits or approvals for new projects during this time, applications may still be submitted at the applicant's risk, with final approval contingent on the moratorium's end and compliance with future regulations. Projects already approved or with complete applications submitted before the effective date, including one under construction on Washington Street, are not affected. The City is actively seeking public engagement through an online survey and will host a Special City Council meeting on Monday, August 10, at 6:30 p.m. at West Chicago City Hall to gather community input.
