San Diego Councilmember Sean Elo-Rivera organized a rally opposing consideration of a potential 400-megawatt data center at the NAVWAR site near Old Town. Mayor Todd Gloria signed an executive order calling for a temporary pause on data center development while the city develops safeguards, including worker protections, clean-energy requirements, community input and consideration of housing as an alternative use.

Manchester Financial Group, which could privately develop portions of the 70-acre property through a potential lease arrangement tied to construction of new Navy facilities, said it has no data center deal in progress and is only holding early informational discussions with energy providers. Other potential uses include housing, a medical center and university campuses. The U.S. Navy has not decided whether to build the facilities itself or pursue the lease and is conducting an environmental review of what development would be feasible.
